Wired.
He sums up the attackers’ intentions until now in a single Russian word: poligon. A training ground. Even in their most damaging attacks, Yasinsky observes, the hackers could have gone further. They could have destroyed not just the Ministry of Finance’s stored data but its backups too. They probably could have knocked out Ukrenergo’s transmission station for longer or caused permanent, physical harm to the grid, he says—a restraint that American analysts like Assante and Lee have also noted. “They’re still playing with us,” Yasinsky says. Each time, the hackers retreated before accomplishing the maximum possible damage, as if reserving their true capabilities for some future operation.
Many global cybersecurity analysts have come to the same conclusion. Where better to train an army of Kremlin hackers in digital combat than in the no-holds-barred atmosphere of a hot war inside the Kremlin’s sphere of influence? “The gloves are off. This is a place where you can do your worst without retaliation or prosecution,” says Geers, the NATO ambassador. “Ukraine is not France or Germany. A lot of Americans can’t find it on a map, so you can practice there.” (At a meeting of diplomats in April, US secretary of state Rex Tillerson went so far as to ask, “Why should US taxpayers be interested in Ukraine?”)

Хорошо, что защита от кибераттак ныне в надежных руках.
SANGER: We’re under regular cyberattack. Would you use cyberweapons before you used military force?
TRUMP: Cyber is absolutely a thing of the future and the present. Look, we’re under cyberattack, forget about them. And we don’t even know where it’s coming from.
SANGER: Some days we do, and some days we don’t.
TRUMP: Because we’re obsolete. Right now, Russia and China in particular and other places.
SANGER: Would you support the United States’ not only developing as we are but fielding cyberweapons as an alternative?
TRUMP: Yes. I am a fan of the future, and cyber is the future.

Date: 2017-06-29 07:07 pm (UTC)In the last few months, we have learned extraordinary details about a Russian assault on our election infrastructure. While there is no evidence that this assault altered the vote count, that fact should be cold comfort as we look to protect ourselves against future attacks.
One doesn’t have to be an expert on cybersecurity or election technology to understand how dangerous this is. Based on my experience, as a former Director of Central Intelligence, and in service to this country under both Democratic and Republican Presidents, I am confident the Russians will be back, and that they will take what they have learned last year to attempt to inflict even more damage in future elections. In particular, their history of interfering in other nations’ politics, their antipathy to the United States and Western democracies generally, and their proven ability to multiply the impact of their actions through cyberattacks should put us on the highest alert, and spur us to take all necessary actions to protect ourselves from further attack.

Date: 2017-07-01 11:04 am (UTC)KING: Mr. Comey, a broad question. Was the Russian activity in the 2016 election a one-off proposition? Or is this part of a long-term strategy? Will they be back?
COMEY: Oh, it’s a long-term practice of theirs. It — it stepped up a notch in a significant way in ’16. They’ll be back.
KING: I think that’s very important for the American people to understand, that this is — this is very much a forward-looking investigation in terms of how do we understand what they did and how do we prevent it. Would you agree that that’s a big part of our role here?
COMEY: Yes, sir, and it’s not a Republican thing or Democratic thing. It really is an American thing. They’re going to come for whatever party they choose to try and work on behalf of. And they’re — they’re not devoted to either, in my experience. They’re just about their own advantage. And they will be back.
KING: That’s my observation. I don’t think Putin is a Republican or a Democrat. He’s an opportunist.
COMEY: I think that’s a fair statement.

Date: 2017-06-29 11:17 pm (UTC)House Democrats are creating an election security task force to study how the government can lock Russian hackers out of the 2018 elections, House Minority Leader Nancy Pelosi said Thursday.
The task force will hold hearings, collect data on state-level election hacks, and interview election officials and cybersecurity experts. Ultimately, the group aims to turn its findings into legislation.
“Unless we act, they will do this again,” Pelosi said.
