В том, что касается координации с российской спецоперацией, криминальная проблема для кампании Трампа заключается в юридическом принципе "adding and abeiting":
(a) Whoever commits an offense against the United States or aids, abets, counsels, commands, induces or procures its commission, is punishable as a principal.
(b) Whoever willfully causes an act to be done which if directly performed by him or another would be an offense against the United States, is punishable as a principal.

На практике "adding and abeiting" трактуется достаточно широко, хотя до сих пор не применялось в контексте выборов. Того, что мы уже знаем про то, как кампания Трампа использовала сливы Викиликс, достаточно для трактовки закона в сторону обвинения.
The Trump campaign unquestionably associated itself with this venture and wished for it to succeed. The Republican nominee said so. His actions and those of his campaign represented an “affirmative conduct designed to aid in the success of a venture with knowledge that [the]actions would assist the perpetrator, the principle of the crime.” The crime was foreign spending–providing any “thing of value”–in a U.S. election. It is not taking an expansive or tenuous reading of the law to see that the Trump campaign was engaged in “aiding and abetting” that.
