The cyber operation is still in its early stages and involves deploying “implants” in Russian networks deemed “important to the adversary and that would cause them pain and discomfort if they were disrupted,” a former U.S. official said.
The implants were developed by the NSA and designed so that they could be triggered remotely as part of retaliatory cyber-strike in the face of Russian aggression, whether an attack on a power grid or interference in a future presidential race.

Считается, что на американских выборах 2016 российские хакеры не смогли или не стали вмешиваться непосредственно в подсчет голосов. Тем не менее попытки взлома данных систем для голосования приобрели беспрецедентный масштаб.

Internet-connected election-related networks, including websites, in 21 states were potentially targeted by Russian government cyber actors. Although we’ve refined our understanding of individual targeted networks, supported by classified reporting, the scale and scope noted in that October 2016 report still generally characterizes our observations: a small number of networks were successfully compromised, there were a larger number of states where attempts to compromise networks were unsuccessful, and there were an even greater number of states where only preparatory activity like scanning was observed.

Загадочный вопрос: что их остановило?

В случае ожидаемой победы Клинтон, лучшим подарком Путину было бы доказать, что на каких-то участках голоса были подсчитаны неправильно. Проигравший Трамп поднял бы тогда вой, как он уже стал делать заблаговременно:

На фоне скандала с предположительно нечестными выборами Клинтон не смогла бы критиковать Россию за нечестный подсчет голосов ("The Russian people, like people everywhere, deserve the right to have their voices heard and their votes counted."), и Путин без всяких проблем переизбрался бы в 2018 на следующие шесть лет.

Почему этот план не был осуществлен? Не смогли или отменили? Сыграла ли роль угроза Обамы? Вероятно, мы нескоро узнаем.
