Vladimir Putin’s Russia uses a suite of low-cost, asymmetric tools to undermine democratic institutions as a means of weakening Europe, the United States, and transatlantic ties. This threat poses a unique national security challenge, as the attacks exploit democracies’ openness while weaponizing societal and institutional vulnerabilities. Putin and his proxies wage these operations using five primary, non-military tools – information operations, cyberattacks, malign financial influence, political and social subversion, and state economic coercion. These activities support Putin’s goals of discrediting democracy as a form of government, destabilizing and weakening Russia’s competitors, and gaining relative power on the world stage. <...>
To date, Putin’s Russia has faced little real consequence for its nefarious activities, and the damage is compounding. The need for action could not be more urgent. And as the United States has learned all too clearly, Russia’s use of these tools to undermine democracy are not confined to Europe’s borders, and have been used to attack the United States as well. There are a series of steps that the United States and our allies can take that would both make our systems more resistant to these tactics and strengthen our democracies, and make it more difficult for Putin and his cronies to enrich themselves at our expense. The bipartisan initiative I co-direct developed a comprehensive strategy to counter authoritarian interference in democracies, endorsed by a bipartisan and transatlantic group of former senior national security officials.

Изучались в частности использование экономический рычагов и экспорта коррупции, путем вербовки "enables".
Enablers of Russian malign influence allow the Kremlin to achieve its end and avoid some of the consequences of its behavior. By aiding and abetting Russia’s malign influence, enablers assist the Kremlin in self-destructive behavior that siphons funds offshore (often in or through Europe) and depletes the Russian tax base at a time of dire economic conditions. Crucially, by allowing Russian economic influence to cycle through their systems, enablers actively participate in the weakening and discrediting of their own democratic structures.

We have dedicated significant resources to finding and removing malicious activity on our platforms and developing tools that help people have a voice in their political process. We are constantly learning—most recently from the 2018 midterm elections here in the United States, as well as from recent elections in India, Brazil, and Mexico, and in our preparations for European Parliamentary elections later this month. And we are applying what we learn to continue improving."

Sen. Roy Blunt (R-Mo.), a member of Senate GOP leadership, said Wednesday that the chamber is unlikely to vote on any election security legislation, despite requests from a federal agency for more funding to improve election systems nationwide.
Blunt made the remarks at a Senate Rules Committee hearing where Election Assistance Commission (EAC) officials highlighted what they said is an urgent need for more resources

“This proposed funding cut comes right before a presidential election and at a time when our intelligence officials continue to warn that our elections are under attack. The federal government only has one agency whose sole mission is to help administer elections and we should be increasing their funding, not cutting it. Any further budget constraints could limit the EAC's ability to fulfill its crucial mission, and without an increase in funds, the EAC will not be as effective as possible in its work with the Department of Homeland Security and state election officials to improve the security of our election systems.”
